Stolen motorcycle?

It can be the only conclusion - a flat black honda (can upload a pic later) has been hanging out on 18th st. near S for over a month. I first thought it was odd because it was paralell parked, close to the curb. What motorcyclist would do that? Then over the ensuing weeks, parking tiks accrued under its seat strap. Now cars are parallel parking beside it, like its not there at all.

here's the bike - DC plate 5426. Even parallel parked, it is parked oddly - maybe so it doesn't get knocked down, but as a result, cars are parking alongside it.

DC law requires that motorcycles park parallel to the curb except when parking in spaces specified for motorcycles or when parking on streets that have angled parking.

It is a stupid law meant to increase revenue and with the unintended consequence of putting a motorcycle/scooter at risk of falling off its stand or being hit or vandalized by pissed off cagers.
