Vespa Smallframe Front Suspension

So I'm starting to put the 66 sears primavera I have back together and got new front shocks for it that are supposed to fit. This is what I've got:

The hole on the bottom of the shock is a few mm too small for the new one to fit on the the cylinder coming off of the back of the brake plate (gold colored in the photos below). The cylinder coming out of the brake plate is 22mm and the hole in the bottom of the new shock is 14mm so they're not even close.

The old shock just has rubber in the hole on the bottom so I could drill the metal out of the new one and get it about the size of the old one, but this didn't seem right.

So smallframe front suspension and brake plates. Are there two sizes (14mm or 22mm?)? All of the shocks I see online look to be the 14mm ones. The rubber in the original is partly gone and cracked up so I'd really rather not reuse it. Is it normal to have to drill out the bottom of one of these to get it to fit? I'd also rather not buy a new brake plate to fit the new suspension.

And... it's probably just the old metal part of the bush stuck on the cylinder coming of the brake plate. Doh!

I was going to say...

Use heat and a small pipe wrench, you should be able to get that bushing to come free.

It took heat + some vice grips with a cheater pipe hanging off the back of them and a lot of swearing, but it came off.

You needed more heat then...

Propane torches are for sissies... you need Oxy/Acytlene.
